1. History
The Personnel Department was established in 1955. Its history is closely associated with the developmental stages of Bach Mai Hospital.
2. Functions and Tasks
The Personnel Department is a professional department that operates under the direct leadership of the Hospital Director and is responsible to the Director for the hospital's organizational work, personnel management, Party work, and internal political security.
- Focal Point & Advisory Unit: Acts as the primary unit assisting the Party Committee and the Board of Directors in developing programs, plans, and drafting resolutions and decisions on major hospital policies for approval.
- Party Work: Advises, proposes, and implements Party-related tasks within the hospital.
- Organizational Structure: Advises and proposes the consolidation of the organizational structure of various hospital units.
- Personnel Management: Implements and executes procedures for appointment, reappointment, rotation, and mobilization of personnel within the hospital.
Human Resource Planning: Develops plans for workforce arrangement, training, and recruitment for the Director's approval and implementation.
- Workflows: Establishes workflows and professional relationships between hospital units for approval and implementation.
- Policy Implementation: Advises, proposes, and organizes the implementation of State and health sector policies for medical staff and patients according to regulations.
- Records Management: Manages personnel records and files using scientific methods and conducts statistical reporting as required.
- Training & Ethics: Coordinates with mass organizations to organize emulation movements, political study sessions, and cultural/language courses to enhance medical ethics and responsibility.
- Commendation & Discipline: Acts as the focal point for proposing rewards for collectives and individuals; advises the Board of Directors on disciplinary actions for violations.
Internal Security: Executes internal political security tasks and maintains close relations with local Party and government organizations for coordination.
- Employee Relations: Receives the thoughts and aspirations of officials and employees to research and propose solutions to the Hospital Director.
