    1. History

    • Bach Mai Institute for Training and Research in Medicine and Pharmacy was established on December 7, 2023, through the merger of the Training and Healthcare Line Management Centre and the Bach Mai Health Science Institute.

    2. Organizational Structure

    • The Institute's leadership includes: The Director and 02 Vice Directors. The Director is responsible for all activities of the Institute before Bach Mai Hospital, the Ministry of Health, and the law. The Vice Directors assist the Director and are responsible to the Director for their assigned fields and tasks.
    • The Institute consists of 3 functional departments:
      • Department of Training and Healthcare Line Management
      • Department of Scientific Research and Clinical Trials
      • Administrative Office

    3. Functions and Tasks
    Functions:

    • Bach Mai Institute for Training and Research in Medicine and Pharmacy is a unit under Bach Mai Hospital, performing the functions of management, organizing training, and technology transfer for medical staff; healthcare line management for hospitals; scientific research and application of medical and pharmaceutical sciences; international cooperation in the fields of training, healthcare line management, scientific research, and the Journal of Clinical Medicine.

    Tasks:

    • Training
      • Implement practical training for PhDs in Medicine, Specialist Level II Doctors (BSCKII), Specialist Level II Pharmacists (DSCKII), Masters of Medicine, Specialist Level I Doctors (BSCKI), Specialist Level I Pharmacists (DSCKI), Doctors, Pharmacists, Nurses, and Medical Technicians from universities and colleges.
      • Conduct post-graduate medical practice training for the issuance of practicing certificates in accordance with the Law on Medical Examination and Treatment.
      • Provide basic specialized training for doctors, nurses, and medical technicians.
      • Medical simulation and pre-clinical training.
      • Distance learning and E-learning.
      • Training in professional management related to medical examination and treatment, hospital management, quality management, soft skills, and other forms of training for those in need: foreign languages, medical orderlies, laborers going abroad, etc.
      • Formal post-graduate practical training: Residency programs, Specialist Level I and Level II doctors/pharmacists, specialized nursing, and other types of specialized training as permitted by competent authorities and in accordance with the law.
      • Consulting on training and development of health human resources for medical examination and treatment.
      • Granting degrees, certificates, and certifications for training/technology transfer to students; managing the issuance of practice confirmation documents for the granting of practicing certificates.
      • Confirming the study period for students and trainees.
      • Cooperation, joint ventures, and association in training health human resources at various levels: intermediate, college, undergraduate, and postgraduate.
      • Training lecturers for medical facilities according to demand.
      • Training international students and interns at undergraduate and postgraduate levels for study and research.
    • Scientific Research
      • Act as the focal point for developing strategic plans (long-term), annual plans, regulations, rules, processes, and guidelines for the hospital's scientific and technological activities in compliance with the law.
      • Focal point for implementing, monitoring, and evaluating the implementation of regulations, rules, processes, and guidelines for the hospital's scientific and technological activities.
      • Coordinate with institutes, departments, and centres within the hospital to develop intensive research groups.
      • Organize the development of scientific and technological project outlines for the hospital.
      • Organize and review documents for appraisal/approval/acceptance/evaluation of scientific research reports/schemes/projects and clinical trials according to current scientific research management regulations.
      • Propose rewards or handling of violations in the implementation of scientific research tasks.
      • Organize training sessions and grant certificates in scientific research methods.
      • Support the publication of national and international scientific articles.
      • Organize annual scientific and technological conferences and workshops.
      • Build databases for scientific research (including clinical, sub-clinical, socio-economic data of patients, as well as data for hospital management such as healthcare service delivery, human resources, finance, equipment, and medical technology).
      • Manage and support hospital units in using databases to develop scientific research projects and national/international scientific publications.
      • Receive and manage documents and records in the field of scientific research through the Hospital’s Institutional Review Boards.
      • Synthesize the hospital's scientific and technological results.
      • Monitor and inspect the progress of scientific research projects within the scope of management.
      • Organize annual evaluations and acceptance of scientific research tasks performed by hospital staff.
      • Participate in and assist the Scientific and Training Council and the Institutional Review Board (Ethics Committee) in Biomedical Research.
      • Support individuals and units in accessing potential scientific and technological tasks at various levels (National, Ministerial, Provincial levels, etc.).
      • Consult and support the activities of research units under the Institute and potential research projects with international publication capacity.
    • Healthcare Line Management and Technology Transfer
      • Continuous training for medical staff inside and outside the hospital.
      • Plan, organize, coordinate, and centrally manage healthcare line management and staff rotation of the hospital.
      • Monitor, urge, inspect, and supervise professional and technical activities at medical facilities in assigned areas.
      • Receive and transfer professional technical support to lower-level facilities.
      • Participate in supporting lower-level facilities to implement related health programs and projects.
      • Coordinate with hospital specialties to organize continuous training and technology transfer for lower-level staff; implement national target programs and community-oriented activities.
      • Cooperate, joint venture, and link health human resource training with domestic and international projects, schemes, programs, and organizations.
      • Organize professional, management, and scientific conferences and workshops with invitations to lower levels, while promoting health education communication and scientific research integrated with healthcare line management.
      • Consult and transfer healthcare line management models to hospitals.
      • Focal point for implementing the Telemedicine Scheme, Satellite Hospital Scheme, and Scheme 1816.
      • Develop professional support types from Bach Mai Hospital to all levels.
    • Library and Learning Resources
      • Develop libraries, electronic libraries, and learning resources, specifically promoting the digitalization of documents for teaching, training, and scientific research at Bach Mai Hospital.
      • Publish monographs, reference books, etc.
    • Journal of Clinical Medicine
      • Develop scientific research at Bach Mai Hospital and the healthcare system network in Vietnam.
      • Build a roadmap for developing the Bach Mai Hospital Journal of Clinical Medicine online on the website according to current standards (online submission, appraisal, and peer-review processes).
      • Ensure scientific content and critical quality of research.
      • Manage and develop the Bach Mai Hospital Journal of Clinical Medicine and domestic specialized journals, step-by-step integrating internationally to serve training, scientific research, and medical technology transfer.
    • International Cooperation
      • Proactively exploit sources of aid, investment in scientific research, staff training, equipment supply, and basic construction from foreign organizations and individuals; utilize foreign aid and assistance in materials, techniques, and knowledge for professional development.
      • Cooperate in scientific research and develop projects related to fields and technology applications for professional activities.
      • Coordinate with the Hospital Office to develop and report to the Hospital Director: plans for outgoing and incoming delegations under the unit's international cooperation programs; send staff for study and research abroad; invite foreign experts, lecturers, and students for research, experience exchange, and study at the unit according to regulations.
      • Perform other international cooperation tasks as directed by the hospital.
