    Department Information

    1. History

    • The Medical Assessment Institute was established under Decision No. 168/CP dated July 8, 1974, by the Government Council (now the Government). It was reorganized under Decision No. 880/QD-BYT dated March 13, 2014, by the Minister of Health, transforming from a Medical Assessment Institute directly under the Ministry of Health into the Medical Assessment Institute under Bach Mai Hospital – Ministry of Health. In 2021, the Institute underwent organizational restructuring to ensure streamlined and effective operations while strengthening coordination with units both inside and outside the Hospital.

    3. Functions and Missions

    • The Institute utilizes its own official seal for professional and operational tasks. The Institute is responsible to and under the direct guidance of the Director of Bach Mai Hospital for organizing and performing medical assessment functions to determine health status, the degree of bodily injury due to trauma, illness, disease, deformity, or disability in accordance with the Law.

    3.1. Standing Body of the Central Medical Assessment Council I:

    • The Institute manages the official seal of the Central Medical Assessment Council I. It is responsible for proposing the establishment and consolidation of the Council, as well as the appointment and dismissal of Assessors. It leads and coordinates with relevant units to propose professional assessment tasks, organizational structure, facilities, equipment, and human resources. It resolves or proposes solutions for requests, recommendations, complaints, and denunciations related to medical assessments.

    3.2. Final Settlement Body: The Institute serves as the standing body for the Final Medical Assessment Council for specific cases as decided by the Minister of Health.
    3.3. Direction of Line: Implementation of line management, inspection, supervision, training, continuous education, and professional coaching in medical assessment nationwide.
    3.4. Scientific Research: Conducting scientific research, advising on policy proposals, and participating in the development of legal policies and professional regulations in the field of medical assessment.
    3.5. Reporting: Annually summarizing and reporting the results of medical assessment activities from standing bodies of Medical Assessment Councils and units nationwide to the Ministry of Health (via the Administration of Medical Service).
    3.6. Other Duties: Performing other tasks assigned by the Ministry of Health and the Director of Bach Mai Hospital.

    4. Outstanding Activities and Techniques
    4.1. Medical Assessment Services for the following cases:

    • People with meritorious services to the revolution and their relatives.
    • Employees participating in social insurance and their relatives.
    • People with disabilities.
    • Assessments requested by agencies and organizations as prescribed by Law.
    • For people with meritorious services and people with disabilities: The Central Medical Assessment Council I only performs final re-assessments upon the request of the standing body of Provincial Medical Assessment Councils.
    • For social insurance participants and requested assessments: The Central Medical Assessment Council I performs initial assessments based on introduction letters or requests from individuals/organizations; and performs final re-assessments upon request from Provincial Councils.

    4.2. Scientific Missions:

    4.2.1. Policy Development: The Institute has collaborated with experts and organizations to perform scientific tasks serving as the basis for issuing legal documents on health standards and professional medical assessment materials across various periods.
    4.2.2. Legal Contribution: Participation in commenting, editing, and drafting legal documents in the health and medical assessment sectors (Ordinances, Laws, Decrees, Joint Circulars, Circulars of the Ministry of Health, Decisions, etc.) under the direction of the Ministry of Health.
    4.2.3. Training and Line Direction: In 2024, the Institute coordinated with relevant units to organize 22 training and professional coaching classes at Bach Mai Hospital and various localities; conducted 32 line direction visits and inspections of medical assessment records nationwide.

    5. Achievements and Awards

    • As the only institute in the medical assessment sector for over 50 years since its founding in 1974, the Institute has achieved numerous accomplishments. The collective Institute and many individuals have received:
    • Third-Class Labor Medal.
    • Certificates of Merit from the Prime Minister.
    • Certificates of Merit from the Minister of Health.
    • Creative Labor Certificates from the Vietnam General Confederation of Labor.
    • Certificates of Merit from the Vietnam National Union of Health Workers and Bach Mai Hospital.
